Overview

Germany uses a progressive income tax system with rates ranging from 0% to 45%, plus a 5.5% Solidarity Surcharge (Solidaritätszuschlag) on the income tax for higher earners. The tax-free personal allowance (Grundfreibetrag) is €12,096 for 2026. Germany has one of the most comprehensive social security systems in the world, with contributions funding pension, health, long-term care, and unemployment insurance.

German employees pay approximately 20.97% in social security contributions: Pension (Rentenversicherung) 9.3%, Health insurance (Krankenversicherung) 7.3% + additional fund contribution ~0.8–1.5%, Long-term care (Pflegeversicherung) 1.7% (childless persons pay an extra 0.6%), Unemployment (Arbeitslosenversicherung) 1.3%. Employers match most contributions.

Special Rules & Tax Benefits

Solidarity Surcharge (Solidaritätszuschlag): 5.5% of income tax, applicable to high earners (eliminated for most taxpayers since 2021). Church tax (Kirchensteuer): 8–9% of income tax for registered church members. Tax classes (Steuerklassen): Germany uses 6 tax classes affecting withholding rates — married couples can choose classes III/V for tax optimization.

Church tax (Kirchensteuer) 8–9% of income tax applies to registered church members. Not all taxpayers pay this.
