Azerbaijan uses a progressive income tax system with two main rates: 14% on monthly income up to 2,500 AZN, and 25% on the portion above 2,500 AZN. The social security contribution for employees is 3% of gross salary. Azerbaijan has a relatively low tax burden compared to European countries, making it attractive for businesses and professionals in the region.

These are marginal rates — you only pay the higher rate on income within each bracket.
Social Security Contributions
Employee total rate: 3,00% | Employer total rate: 22,00%
Employees contribute 3% of gross salary to social security (DSMF). Employers pay an additional 22% for private sector employees or 15% for public sector. The contributions fund state pension and social insurance benefits.
Special Rules & Tax Benefits
Young professionals (under 30) working in IT may benefit from special tax exemptions under Azerbaijan's IT Park program — 0% income tax for employees of registered IT Park residents. Oil sector workers and certain government employees have separate tax arrangements.
Regional Variations
Government/budget sector employees: same income tax rates apply. Oil sector (PSA — Production Sharing Agreement companies): special tax regime, often higher net salaries due to company-paid taxes. Free Economic Zones: different rates may apply.
Exemptions & Credits
Mandatory health insurance (icbari tibbi sığorta) deductions, unemployment insurance not included in main calculation. Simplified tax applies to individual entrepreneurs (2% of turnover in non-Baku regions, 4% in Baku).
